This is a drawing of clouds in the GIMP. I added layers for the sky and each set of clouds, added a simple cloud shape on the cloud layers, and gently increased the blur on each layer as it moved back in space, to create depth. A very simple, if effective technique.

In GIMP. I used two layers, the original without blur, beneath a duplicate layer with full blur. Then I applied a black to white gradient on a layer mask on the blurred layer, revealing the in-focus layer. The photo is license free from Morguefile, and not mine.
